The Lord creates worlds in a systematic manner

Spirit Worlds and the Order of Creation
The Order of Creation
Creation occurs in three stages:
The Spirit Creation
The Physical Creation
The Resurrection
The four classes of creation include— in descending order of intelligence— the kingdoms of mankind, animals, plants, and worlds. Creations are also multigenerational.
In all stages, classes, and generations, creation is perfectly ordered:
The creation in one stage is in the likeness of every other stage.
Creation is governed by the law of obedience, which means the order, priority, and timing of God’s creations are not haphazard or coincidental.

I call these principles and processes of creation the Order of Creation.
The Creative Sequence
Doctrine and Covenants 29:30 dictates the creative sequence:
| “The first shall be last, and that the last shall be first in all things whatsoever I have created by the word of my power.” Doctrine and Covenants 29:30 |
Based on this scriptural fiat:
Spirit Creation: Human spirits were created first, in descending order of intelligence, followed by animals, plants, and worlds.
Physical Creation: The order was reversed — the earth was created first, followed by plants, animals, and then humans.
Resurrection: Humans will be resurrected first, in descending order of obedience (celestial, terrestrial, telestial, and sons of perdition), followed last by animals, plants, and worlds.

The Spirit Creation of Countless Worlds
During the Spirit Creation, God the Father first created:
His spirit children
The spirits of animals
The spirits of plants
Countless worlds of spirit (Moses 3:5)
These worlds were organized in descending order of intelligence:
Celestial order worlds came first, possessing the highest intelligence.
These will become celestial worlds after filling the measure of their creation by obedience to celestial law.
Not all worlds were created equal — not because God preferred some worlds over others, but because the intelligence (spirit matter) differed.
| “Intelligence, or the light of truth, was not created or made, neither indeed can be. All truth is independent … to act for itself, as all intelligence also.” Doctrine and Covenants 93:29–30 |
From the highest intelligences, God created celestial spirit worlds first, followed by terrestrial and telestial spirit worlds, each organized according to the law they could abide.
All these worlds possess a measure of life. In the resurrection they will become the abode of people who can abide the same law.
People who do not live celestial law during mortal life cannot inherit this earth in the resurrection. Instead, they will be assigned to one of the many other worlds — the “many mansions” Jesus described:
