Accusing “Before God” — What It Really Means

The War in Heaven Ends
Now Is Come the Kingdom of God
When the war in heaven ended in Revelation 12:10, a loud voice said: “Now is come … the kingdom of our God, and the power of his Christ.”
Since the kingdom of God came when the war in heaven ended, the natural question is: Where was it during the war?
While contemplating this conundrum, I considered a scene from the romantic comedy New in Town. In the movie, Lucy—a corporate executive from Miami—arrives in New Ulm, Minnesota, where it’s cold enough to “freeze off your petuties.” There she meets her secretary Blanche, who inappropriately asks Lucy: “Have you found Jesus?”
An irritated Lucy replies, “I didn’t know he was missing.”
Maybe you feel that way about the kingdom of God, which was apparently “missing” during the premortal war in heaven and didn’t come to Kolob until the war ended.
Finally, the war ended.
The kingdom of God has come, and the missing has been found.
What Is This Premortal Kingdom?
The question of where God’s kingdom came from leads to another: What is this premortal kingdom?
John doesn’t answer this directly.
However, all premortal events in Revelation 12 have their earthly “likeness of things on the earth.” (JST Rev 12:1)
Thus, the premortal kingdom of God that came to Kolob with the power of his Christ typifies the earthly kingdom of God that will come to earth with the power of his Christ at the Second Coming.
“The wicked shall be destroyed, and righteousness will follow until it will cover the earth as the waters do the sea.” (Isaiah 11:9)
“In that day the kingdom in heaven will come down and will be joined to the kingdom of God on earth, and they will be united in one kingdom.”
(Joseph Fielding Smith, Church History of Modern Revelation, Vol. 2, 16)
In this manner, the kingdom of God came to Kolob as a pattern for the kingdom of God that will come in our future. (See D&C 52:14)

The Accuser of Our Brethren Is Cast Down
Satan will be defeated at Christ’s Second Coming in the likeness of Satan’s defeat at the end of the war in heaven, when “the accuser of our brethren [was] cast down.” (Rev 12:10)
In scripture, an accuser is any adversary — including a betrayer or slanderer.
A slanderer utters false charges and misrepresents the truth.
“It also means to accuse unjustly.”
(Van Orden & Top, The Lord of the Gospels, 18, 22)
Satan was the accuser and maker of untrue accusations, for he was a liar from the beginning. (D&C 93:25)
Revelation 12:10 states that Satan accused the brethren before our God.
Some say this means the accusations were made in God’s presence.
That’s highly unlikely.
The Father wasn’t personally present on Kolob for the premortal war in heaven, just as he is not personally present for the mortal war on earth.
The accusations were made “before God” in the sense that He knew about them and allowed them — so that the necessary opposition in all things would be present in the first estate, just as there is opposition in all things in our second estate. (2 Ne 2:11)
“Lucifer, knowing well the plan of God, continues to oppose it here upon the earth. This is permitted by God the Father for a purpose.”
